The Homeowner Assistance Fund (HAF) is a $9.961 billion federal program established by the American Rescue Plan Act of 2021 to provide financial assistance to homeowners who have experienced financial hardship. HAF funds are distributed to states, territories, and tribes, which operate their own HAF programs. HAF can pay for: mortgage reinstatement (curing delinquencies), forward mortgage payments (up to 6 months), property taxes, homeowners insurance, HOA/condo fees, and utility payments. Unlike a loan modification, HAF assistance is generally structured as a grant that does not need to be repaid — though some states structure it as a forgivable loan. This is the single largest direct homeowner assistance program in U.S. history.

Eligibility

  • Experienced a qualified financial hardship after January 21, 2020 (or had a hardship before that date that was exacerbated by the pandemic)
  • Income at or below 100% of Area Median Income (AMI) or 150% AMI for socially disadvantaged individuals (varies by state)
  • Own and occupy the property as a primary residence
  • Have a mortgage or other qualified housing expenses (or be at risk of foreclosure for these expenses)
  • Hardship can include: job loss, reduction in income, increased household expenses, medical costs, or other financial hardship

Gather required documentation: proof of identity, mortgage statement showing delinquency, proof of income (tax returns, pay stubs, or a self-certification), proof of hardship (can often be a self-attestation), and bank statements.

Is HAF a loan or a grant? I'm worried about adding more debt.
For most homeowners, HAF assistance is structured as a grant that does not need to be repaid. Some states use a forgivable loan structure (a lien that is forgiven if you remain in the home for a certain period, typically 3-5 years). Check your state's specific structure. In either case, HAF assistance should not increase your monthly mortgage payment or create a new payment obligation while you're living in the home.
Can HAF help if my foreclosure sale is already scheduled?
HAF can potentially help even with a scheduled sale, but timing is critical. HAF programs can provide mortgage reinstatement assistance to cure the delinquency and stop the sale. However, if the sale date is imminent (within days), HAF processing times may be too slow. In that situation, you need emergency relief (TRO or bankruptcy stay) to pause the sale while your HAF application is processed. Contact your HAF program and request expedited processing for imminent foreclosure situations.
What if my state's HAF program has run out of money?
Many states have exhausted their HAF allocations. If your state's program is closed, ask about: (1) waiting lists for any returned or reallocated funds, (2) state-funded foreclosure prevention programs that may exist independently of HAF, (3) local/county-level programs, and (4) mortgage servicer programs that may provide similar relief (many servicers expanded their assistance programs alongside HAF).
